The American bar and restaurant chain is known for scantily-clad waitresses, chicken wings and beer.
The mayor of Liverpool, Joanne Anderson, said the brand had "an infamous sexually objectifying and misogynistic environment".
But applicant Beauvoir said it would be "a family-friendly sports restaurant".
Hooters formally had venues in Bristol and Cardiff, but both have now closed just leaving the Nottingham bar still open.
