The Old Town is full of historical sights and while Budva is known for luxury, Kotor has a big backpacker community. While all of Montenegro is still quieter than many other holiday destinations within the wider region, the southern coastline is where you need to be if you're seeking a tranquil beach holiday away from other tourists.
